2007年6月18日，英国外交部志奋领奖学金正式拉开了2008/9学年申请的序幕。在这一英国政府旗舰奖学金即将迈入的第25周年， 特正式宣布公开面向全社会广纳贤才。此项目在中国始于1983年，每一年英国政府投入的奖学金的资金达２千万人民币，到目前为止，已为中国培养了2500多名人才。
中英两国首脑于2006年会晤时，一致认为两国的友好关系达到了最好的阶段。不仅在政府层面关系友好， 中英在各个领域都有广泛的联系：商务往来，学校交流以及人民之间的交往日益频繁。志奋领项目在中英各项交流中都起了不可低估的作用。英国驻华大使欧威廉爵士说，”志奋领项目是中英两国关系中强有力的纽带，……, 2500多人的校友网络为中英两国的友好发展提供了坚实的基础。一些校友在职业发展上也取得了成功，如深圳市的副市长闫小培女士以及中国工商银行的副行长王丽丽女士。
志奋领奖学金为处于事业中期具有领导潜能的专业人士提供一年在英国攻读硕士学位的机会,具有三个特点：
提供全额奖学金；学费的最高限额是1万2千英镑，提供从签证，生活费及返回中国的所有费用, 单个奖学金总金额超过30万人民币。
自由择校和选择科目； 英国可供选择的学校和科目众多，教学方式和授课方法各不相同，申请人可根据自己的需要选择合适的学校学习。
全方位的服务；相比自费留学生，志奋领奖学金获得者得到更多的帮助和支持。英国外交部的官员会安排活动与学者交流见面，英国文化协会会提供各种服务帮他们解决生活和学习上的困难。
选拔标准：任何符合条件的中国大陆公民都可申请。 申请人必须是处于事业中期， 有至少三年工作经验，并且有潜力成为其工作领域的领导人。 该项目会优先考虑符合英国政府在中国工作的重点领域的申请人， 这包括商务、金融、传媒、和政治领域，但并不排斥来自其他领域的申请人。展望10 至15年之后，这些申请人是否能为他们所从事的领域做出重要的贡献。杰出、激情、自信和独立是重点考察的品质。如了解志奋领申请详情，请登陆 http://www.britishcouncil.org/zh/china-education-scholarships-chevening.htm 。

Launch of Recruitment Round for Chevening 25th Anniversary Year, 2008.
Today we are launching the Chevening Scholarship Programme’s recruitment round for 2008-9, the 25th anniversary of this British Government flagship scheme. The programme began in 1983 as the Foreign and Commonwealth Office Scholarship.
When our two Prime Ministers met in 2006 they agreed that UK-China relations were in the best ever shape. But not only are government relations excellent, the UK-China relationship now includes a broad range of Chinese society: commercial links, university links and links between people. This is in no small measure due to the impact of the Chevening Prgramme across the whole range of UK-China interests.
Each year the British Government commits RMB 20 million to the scheme Since it began the China Chevening programme has sent over 2500 scholars to the UK. Sir William Ehrman, the British Ambassador says, “The Chevening Programme is at the heart of the strong relations between our countries… the network of over 2500 former scholars in China forms a basis for the future development of China-Britain relations.”
Chevening alumni include many senior figures in Chinese society including Yan Xiaopei, the Deputy Mayor of Shenzhen and Wang Lili, Vice Governor Industrial and Commercial Bank of China.
Chevening is a fully funded opportunity for mid-career professionals with leadership potential to study in the UK on a one-year Master’s programme.
The three main advantages to this scheme are:
a. Fully funded. We pay for everything for the scholar (tuition fee ceiling of GBP12000), from the visa fee before leaving to the return plane ticket back to China.
b. Fully flexible. The UK offers a huge variety of places to study, a vast range of courses, teaching and delivery methods; scholars can choose the course most suitable to their needs, at the university they want to go to.
c. Added value over self-funded students; we arrange for scholars to come and meet us at the FCO in London and at other events, and there is a British Council who can provide support should they encounter any difficulties in the UK.
But Chevening is not just about going to the UK. Scholars become part of a global community of Chevenings from over 100 countries; although China is the single largest contingent. Scholars also join a growing number of alumni in China. We have over 2500 former scholars who are eligible to join in a range of alumni events. Scholars find this a very valuable network to be part of.
Selection: any qualified Chinese citizen resident on the mainland can apply. We are looking for mid-career professionals with at least three years work experience who have the potential to become leaders in their field. We have a list of priority areas which reflect our current priorities in China. These include the commercial, financial, media and political fields. But this list is not exclusive; We are looking 10-15 years ahead and so are looking for applications from those who think they can make a leading contribution in the future.
